How to use

$stringBuilder = new StringBuilder(null, 'ISO-8859-1');
// set encoding after initialisation (will not convert contents)
$stringBuilder->setEncoding('ISO-8859-15');
// change encoding and convert contents
$stringBuilder->changeEncoding('UTF-16');
